Issues with eth1 as bccd network

Description

There appear to be multiple issues when eth1 is the BCCD network. snmp isn't connecting through to the compute nodes and so this breaks many other scripts. SSHing to a compute node does not work in this situation either.

I couldn't replicate this in live CD mode, trying liberated.

It appears that the client host will bring up eth1:1 with 192.168.3.1 even though it's part of a BCCD network.

rewrote how we detect that we're on a BCCD network, see r2327
